Watch for new developments regarding refereeing in BC, including more referee training seminars and initiatives.

Provincial Referee Classifications and Requirements

In the past, the BC Provincial Referee classifications included 4 tiers and different requirements for each tier, but in 2013, those tiers were simplified to P3, P2, and P1 classes.  The requirements for each classification have also been revised as follows:

Provincial 3rd Class (P3 Kyorugi):

  • active member of a BC Taekwondo Federation recognized dojang
  • annual online referee membership registration + payment of annual dues
  • minimum 15 years of age + minimum red belt (2nd keup)
  • minimum 1 certification referee seminar every 2 membership years
  • minimum grade of 60% on the written exam + passing the practical evaluation
  • officiate for a full day in 1 BC Taekwondo sanctioned tournament every 2 membership years

Provincial 2nd Class (P2 Kyorugi):

  • annual online referee membership registration + payment of annual dues
  • fulfill P3 class requirements plus:
  • minimum 16 years of age + minimum red belt (2nd keup)
  • minimum 1 certification referee seminar every 2 membership years
  • minimum grade of 75% on the written exam
  • minimum 1 refresher seminar each membership year
  • officiate for a full day in 2 BC Taekwondo sanctioned tournaments every 2 membership years

Provincial 1st Class (P1 Kyorugi):

  • annual online referee membership registration + payment of annual dues
  • fulfill P2 class requirements for at least 1 year plus:
  • minimum 17 years of age + minimum black belt (1st Dan)
  • minimum 1 certification referee seminar every 2 years
  • minimum grade of 90% on the written exam
  • minimum 1 refresher seminar each membership year
  • officiate for a full day in 2 BC Taekwondo sanctioned tournaments every 2 membership years

Provincial Class Poomsae (P class Poomsae):

  • annual online referee membership registration + payment of annual dues
  • minimum 15 years of age + minimum black belt (1st Dan)
  • minimum 1 provincial poomsae seminar every 2 membership years
  • minimum grade of 75% pass on the written exam
  • officiate in 2 BC Taekwondo sanctioned tournaments every 2 membership years

For those referees who do not renew their membership each year, their membership will be considered lapsed for 1 year. During the year that a membership has lapsed, a referee can renew at any time by paying their membership fee and be reinstated at their current provincial class. However, at the end of that lapsed year, that referee's certification will expire and their certification will be revoked and they will need to re-certify from P3 class.


Once referees have officiated for a minimum of 1 year, at P1 class, the BC Referee Committee Chairperson may recommend that the referee consider advancing to National 3rd class (N3), which is administrated by Taekwondo Canada. If you are currently a P1 class referee who is considering advancement to National class, please talk with the BC Referee Committee Chairperson, Master John Kim.



BC Taekwondo Tournaments

Each year, BC Taekwondo sanctions a number of provincial, invitational and open tournaments to which BC Referees are invited and selected.  Referee selection will be based on all referees who are officially registered and have paid their annual dues and meet the requirements of a BC Referee.  Out-of-Province national and international referees are also invited to participate at all sanctioned tournaments.


All selected referees who officiate at a tournament for a full day will be eligible to receive an honorarium. For tournaments held in the lower mainland (Group A), those referees traveling from Group B (Vancouver Island), C (Okanagan/Kootenays), D (North/Central Interior) or E (Out-of Province/State), will also be eligible to receive a travel stipend and hotel accommodation. Details are provided at the referee seminars or contact the Referee Committee.
